Scotland continues to strengthen its position as one of the world’s most welcoming destinations for international students, with the Scottish government announcing its decision to reject the UK’s proposed levy on international student recruitment while introducing new support measures.

Scotland Says No to International Student Levy

In a move that sets Scotland apart from England, the Scottish government has confirmed it will not implement the £925-per-student levy that England’s higher education institutions will face from 2028. Wales has also chosen to reject this charge.

Ben Macpherson, Scotland’s Minister for Higher and Further Education, made the announcement at the 2026 Scottish Universities International Group (SUIG) conference in Glasgow, emphasizing Scotland’s commitment to remaining an attractive and accessible destination for global talent.

“We have taken that decision to help international students and graduates see Scotland as an even more attractive place to come and study,” Macpherson stated. “The Scottish government is absolutely committed to enhancing our global reputation as a welcoming and inclusive country, including for those who are coming to study.”

New Migration Service to Support International Students

To further support international students, Scotland is establishing a dedicated migration service that will provide crucial information and guidance for students considering staying in Scotland after graduation. This service aims to help students navigate the complexities of the UK immigration system within a Scottish context.

This development is particularly significant for international students at Scottish institutions, as it demonstrates the government’s commitment to not only attracting students but also supporting their long-term career prospects in Scotland.

The Scottish government has been actively communicating concerns to the UK government, particularly regarding recent visa processing delays that have affected January 2026 intake enrollments. The UK Home Office has acknowledged these delays and offered to extend acceptance dates for affected students.

“We are absolutely alert to the current issues regarding visa delays, and the Scottish government will do what it can to make constructive impact,” Macpherson assured university representatives at the conference.
